California Commercial Applicator Exams for Structural Pest Control

California does not use a single “commercial applicator” exam for structural pest control. The Structural Pest Control Board (SPCB) licenses individuals as Operators, Field Representatives, and Applicators within Branch 1 (Fumigation), Branch 2 (General Pest), and/or Branch 3 (Termite) under Business and Professions Code Chapter 14. Company registration is separate: a registered company needs a Qualifying Manager who is a licensed Operator in each Branch the company operates, plus insurance, bond, and workers’ compensation evidence.

Every California structural exam path is Branch-scoped under BPC §8560(b):

Branch 1 - Fumigation. Control of household and wood-destroying pests or organisms by fumigation with poisonous or lethal gases.

Branch 2 - General Pest. Control of household pests, excluding fumigation with poisonous or lethal gases.

Branch 3 - Termite. Control of wood-destroying pests or organisms by insecticides or structural repairs/corrections, excluding fumigation with poisonous or lethal gases.

Combination branch licenses may issue as one license when an applicant qualifies in multiple branches (BPC §8560(c)). You still need to qualify in each Branch you will sell. Marketing fumigation or WDO opinions outside licensed Branches is a permissions mismatch.

For Operator and Field Representative exams, BPC §8560(g) requires a general average of not less than 70 percent on each subject in the branch. Applicator written exams under BPC §8564.5 use the same 70 percent pass standard in the California facts pack. The Structural Pest Control Field Representative license is the common staff credential for people who inspect, bid, and apply within Branch authority for a registered company. Training prerequisites must be met before you apply (BPC §8564).

Training gates. Branch 1 requires six months of fumigating with poisonous or lethal gases under immediate supervision of a licensed fumigator (BPC §8564(c)). Branch 2 training covers pesticide application, Branch 2 pest ID/biology, equipment, and hazards/safety under a Branch 2 licensed operator or field representative (BPC §8564(d)). Branch 3 training covers pesticide application, Branch 3 pest ID/biology, equipment, hazards/safety, structural repairs, and inspection/report writing under a Branch 3 licensed operator or field representative (BPC §8564(e)). Exam, fees, and filing. Pay the Field Representative examination fee of $75 under 16 CCR §1948 (amended effective July 1, 2025 within BPC §8674 caps). Pass at the 70% general average per subject standard (BPC §8560(g)). Apply for the license within one year of passing (BPC §8563); original license fee is $45. Licenses renew on a three-year cycle expiring June 30 of the third year from issue (BPC §8590(a)). Exam passage alone does not authorize independent for-hire practice - employment by a registered company is part of the path.

Only a Structural Pest Control Operator can serve as Qualifying Manager for a registered company (BPC §8610(c)). Owner-operators who will qualify their own firm typically climb Field Representative → Operator in each Branch they will sell.

Prerequisites. Under BPC §8562, operator field experience with a registered California company is two years for Branches 1 and 2 and four years for Branch 3 (1,600 hours per year), unless the board accepts equivalent. Prior field representative tenure is one year for Branches 1 and 2 and two years for Branch 3, or board-accepted equivalent. Operator candidates also complete board-approved operator courses per BPC §8565.5 for the branch. Exam and fees. Operator examination fee is $100 under 16 CCR §1948. Pass at the 70% standard (BPC §8560(g)), then apply for the Operator license ($150 original) within one year of passing (BPC §8561). An Operator may qualify no more than two companies and must meet physical-presence expectations (nine days every three months under BPC §8506.2) - plan supervision capacity before exams that assume a multi-office Qualifying Manager role.

The Structural Pest Control Applicator license authorizes Branch 2 and/or Branch 3 pesticide application on behalf of a registered company after written examination (BPC §§8507.1, 8564.5). Applicators do not replace the Operator/Qualifying Manager requirement for company registration.

Exam content. BPC §8564.5 focuses on equipment, mixing/formulation, application procedures, and label directions for Branch 2 and/or Branch 3. Fees, conversion, and helpers. Applicator examination is $60 per branch under 16 CCR §1948; original license is $35. A field representative may convert to applicator without examination by surrendering the FR license if no discipline is pending (BPC §8566.5). BPC §8551.5 allows only a 90-day unlicensed Branch 2/3 pesticide application training period under direct, in-presence supervision - not extendable under the facts pack, and not an exam substitute.

Verified examination fees: Operator $100; Field Representative $75; Applicator $60 per branch; CE examination in lieu of CE $65 (Operator per branch) / $50 (Field Representative per branch).

Verified original license fees after passing: Operator $150; Field Representative $45; Applicator $35.

Passing expires as a usable result if you do not apply for the corresponding license within one year (Operator: BPC §8561; Field Representative: BPC §8563). Soft note: confirm applicator post-pass filing timing on current SPCB application instructions.

Exam passage does not register a company. Company registration still requires a Qualifying Manager who is a licensed Operator in each company Branch, $500,000 general liability insurance minimums (BPC §8692), a $12,500 surety bond (BPC §8697), and workers’ compensation evidence or exemption (BPC §8693). Individual licenses expire June 30 of the third year from issue; delinquency beyond three months forces a new-license path under Article 4 (BPC §8591).

Budget study time for California structural pest control law, safety laws, pesticides, and Branch-specific technical content. Branch 1 candidates need fumigation safety aligned to Branch 1 scope. Branch 2 candidates should master household pest biology, equipment, and label-driven decisions. Branch 3 candidates need WDO biology, inspection/report writing, and non-fumigant treatment framing. Many owner-operators pass Field Representative exams first, complete experience and course gates, then sit Operator exams before company registration.

Examination in lieu of CE (16 CCR §1951) is a one-time renewal alternative, passable at 70%, taken no earlier than one year before expiration - fees $65/$50 per branch for Operator/Field Representative under 16 CCR §1948. Business & Professions Code Chapter 14 does not provide general reciprocity or an exam waiver based on out-of-state structural pest control licensure. Nearly all applicants must use the California Branch examination routes on this page.

What exists instead: 16 CCR §1936(c) allows expedited processing and waiver of the initial license fee for applicants who hold a current operator or field representative license in another U.S. state or territory when they qualify under BPC §115.5 military-spouse relocation rules. That is not blanket license portability and not a general exam waiver.

Out-of-state companies must still register with SPCB and meet California Operator, insurance, bond, and workers’ compensation requirements. Operator experience for original licensure must be with a registered California company unless the board accepts equivalent (BPC §8562(b)(2)). BPC §8550 makes it unlawful to engage in structural pest control business without appropriate licensure/registration - holding an Arizona, Nevada, or Oregon credential does not authorize California work.
