Delaware Commercial Applicator Exams for Structural Pest Control

Delaware does not issue a single “exterminator license exam” that unlocks every for-hire service. The Delaware Department of Agriculture (DDA) Pesticide Section certifies individuals as Certified Commercial Applicators under 3 Del. C. Ch. 12 and 3 DE Admin. Code 601: apply at least one week before a quarterly exam, pass a closed-book written exam at 70 percent or higher in Core/general standards and each applicable category or subcategory, and pay the annual certification fee. For-hire work also requires a separate Pesticide Business License, with at least one certified commercial applicator employed at all times and - for 7A, 7B, and 7C - a designated applicator with two years of supervised practical experience acquired during the previous three years.

Structural operators typically start with Core plus 7A - General Pest Control. Add 7B before marketing restricted wood-destroying work, 7C before non-agricultural structural fumigation, and 7D - 7F only when wood preservatives, institutional maintenance, or cooling-tower pesticide work are in scope. Who sits. Anyone applying pesticides - restricted-use or general-use - to another person’s property for compensation must hold Certified Commercial Applicator status and work for a Pesticide Business License holder. Delaware also recognizes Commercial Applicator (Not For Hire) status for pesticide use on employer-owned or leased property (schools, apartments, nursing homes, hospitals, day-care centers). Registered employee status covers non-certified handlers; it does not replace Core and subcategory passage.

Core/general standards. Core is the foundation exam under 3 DE Admin. Code 601 §8.2 - label comprehension, safe handling and disposal, environmental and PPE concepts, equipment basics, and Delaware pesticide law. Neighboring-state study habits will not cover Delaware’s business-license, employee-registration, 7A - 7F split, or CE-versus-re-exam rules.

Pass score and pairing. Each exam - Core and every category/subcategory - requires 70 percent or higher. Core alone does not complete certification for the structural menu you supervise. Wilmington multifamily, Newark student-housing, Dover commercial, and Sussex rental-turnover startups should register for Core and 7A on the same quarterly cycle when the schedule allows.

Closed-book format. DDA exams are closed-book written tests. Soft null: question counts, timed length, calculator rules, and score-reporting turnaround are not fixed in the facts pack - follow current DDA exam instructions.

Specialized structural work requires Core plus the Category 7 subcategory exam(s) matching your services. Official scopes follow 3 DE Admin. Code 601 §7.7:

7A - General Pest Control. Household pests in structures, stored products, and residential food-prep areas; food processing area treatment; vertebrate structural invaders. Excludes wood-destroying pests and fumigants - the workhorse sitting for most Delaware residential startups.

7B - Wood Destroying Pest Control. Restricted non-fumigant pesticides in or around structures for wood-destroying organisms. Restricted termite liquid/bait and related WDO marketing require 7B, not 7A alone.

7C - Fumigation Pest Control (non-agricultural). Fumigants in structures other than soils and agricultural commodities. Budget dedicated study beyond route-truck habits.

7D - Wood Preservatives. Pressure, non-pressure, or brush-on wood-product preservative treatments.

7E - Institutional and Maintenance Pest Control. Pesticides on property owned or maintained by janitorial, sanitation, or grounds staff, with Code exclusions for private applicators and certain antimicrobial/non-RUP dwelling uses.

7F - Cooling Tower Pest Control. Microbial and other pests in cooling towers - relevant to HVAC/water-treatment contractors, not assumed under 7A.

Each subcategory requires 70 percent. Hold multiple subcategories as needed; supervise registered employees only within your qualifications. The two-year designated-applicator experience rule for 7A/7B/7C business licenses (3 Del. C. § 1207(c)(1)) is separate from exam passage - it does not replace Core or subcategory scores.

Apply for examination at least one week before the scheduled quarterly exam date. Build portal or mail processing time on top of that minimum - do not treat “one week” as a same-week walk-in.

Selecting sittings. Register for Core and each Category 7 subcategory your menu needs. Batch-plan 7A plus 7B at hire when a New Castle or Sussex startup will market termite and general pest from day one.

Fees. The verified annual certification fee is $30 under 3 DE Admin. Code 601 §8.5. Soft null: a separate per-sitting or retake dollar amount is not locked in the facts pack - confirm on live DDA forms or portal. Employee registration ($25) is a different credential for non-certified handlers and is waived for valid certified commercial applicators (§ 1212(c)).

Exam day. Arrive with ID and materials DDA specifies. Soft null: exact sites and the live quarterly calendar change - confirm on DDA applicator certification and forms pages before traveling from Wilmington, Dover, or Sussex County.

After failure / sequencing. Retake failed areas on a later quarterly sitting; repeated failures delay business licensing if you are the only qualifier. Sequence: pass exams → place certificate with a licensed (or soon-to-be-licensed) firm → meet Category 7 insurance floors ($300,000 bodily injury/death and $100,000 property damage per occurrence) → file or maintain the Pesticide Business License. Exams alone do not authorize for-hire work.

Master label interpretation, safe use/storage, PPE, environmental precautions, and Delaware’s 7A - 7F language - do not import Illinois A - H or Maryland letter maps. Match subcategory study to §7.7: 7A for household and stored-product pests; 7B for WDO biology and restricted non-fumigants; 7C for fumigation safety; 7F for cooling-tower contexts.

If you will be the designated applicator on a 7A, 7B, or 7C business license, assemble two years of supervised experience evidence from the prior three years while you study. Department-approved CE later substitutes for re-examination under §8.5.2 - it does not replace Core and subcategory exams for original certification.

Delaware offers a conditional exam-waiver pathway under 3 DE Admin. Code 601 §12.0 and 3 Del. C. § 1218. This page focuses on the standard quarterly written-exam route; reciprocity is the alternative when you already hold qualifying out-of-state certification.

Key limits for exam planners. Apply with proper fee, required details, and a true copy of out-of-state credentials; approval may issue Delaware certification without written examination in matching categories (§12.1). Original certification must be from the resident state or principal place of business (§12.2). Reciprocal credentials from a non-home state cannot be used (DDA forms). Registered Service Employees or Registered Technicians cannot become Delaware Reciprocal Applicators - only Certified Commercial status qualifies. Reciprocity does not issue a Pesticide Business License or waive insurance, experience, or employee rules. No reviewed source authorizes for-hire application before Delaware credentials are in place.

When to choose exams. New technicians without eligible out-of-state commercial certification, applicants whose categories do not map to 7A - 7F, registered technicians barred from reciprocity, or owners who want a Delaware examination record should use the closed-book path. Soft null: the exact reciprocal application fee is a facts-pack research gap - confirm on the live reciprocal form or portal. Standard-path applicants pay the verified $30 annual certification fee.

Place the certificate with a Pesticide Business License holder. The firm must employ at least one certified commercial applicator at all times; keep 7A/7B/7C designated-applicator experience documentation current. Vehicle marking applies to Category 7 structural subcategories and certain other categories per DDA and §5.5.

Certification renews by December 31; file by November 30 to preserve validity pending Department action ($30 annual fee). A 90-day grace period exists, but restricted-use work and designated-applicator roles are compromised during a lapse - do not plan to treat through it.

By default, renewal contemplates re-examination. Avoid it by documenting Department-approved CE in the three calendar years preceding renewal: 18 hours for 7A and 7B, or 4 hours for 7C (§8.5.2). Soft null: CE bands for 7D - 7F are not separately quoted in the facts pack - confirm on live materials. The first two renewals after original Delaware certification are exempt from re-examination - use that runway to bank hours.

The Pesticide Business License renews on the same December 31 cycle ($50 annually or $100 biennially) and also expires when liability insurance expires. Applicator CE or re-exams are necessary but not sufficient - business license, insurance, and employee registrations must stay current too.
