Hawaii does not use a single exam that authorizes both pesticide use and for-hire pest control business. Operators face two systems sequenced in order: DAB Core and category exams on the Pesticides Education Portal, then DCCA Pest Control Board exams administered by PSI after Board approval under HRS Chapter 460J and HAR Chapter 94.

DAB exams prove commercial applicator certification; Board exams test Business & Law and branch Specialty knowledge. Passing DAB alone does not authorize advertising or contracting. Passing Board exams without current DAB certification in the branch sought generally fails the Board prerequisite path.

DAB commercial pesticide applicator certification is the first exam gate for the structural operator/RME path. Board materials generally require current DAB commercial applicator certification in the branch sought - typically held for at least one year, with an equivalent-experience option in Requirements & Instructions - before Board approval and PSI testing. Plan DAB exams early enough that certification is active when you file.

Core-first rule. For commercial categories, pass the Core exam first, then category exam(s). Schedule through the Pesticides Education Portal. Do not reverse Core and category order based on mainland habits; Hawaii’s published commercial path is Core then category.

Structural-related commercial categories. DAB’s Recertification Procedures table (Rev. 2/13/2019; re-verify on the Portal) lists structural commercial categories used by pest control firms:

Treat Portal labels as authoritative if older study guides differ (a Categories PDF errored during facts research).

Fees. DAB publishes: Core alone $50; category alone $50; Core+Category $50 (Core waived when taken with a category); Core+two categories $100; two categories $100. New certification and renewals are $100; duplicate or name-change fees are $50. Confirm the invoice structure on the live certification page before paying.

Pass score. Official DAB pages reviewed for the facts pack did not publish a commercial exam pass percentage. Ask Portal instructions or DAB staff for the current standard - do not assume a mainland 70% default for DAB exams even though the Board uses 70%.

Board examinations are the second gate. Applications must be approved by the Pest Control Board before examination. After approval, you receive an eligibility letter valid for two years from issuance (Board application-deadline and examination-dates page). Register with PSI Services, LLC after approval - PSI registration is separate from the Board application fee.

Who sits for Board exams. Sole-owner/RME applicants and PCFR applicants who meet experience and documentation rules. Most classifications require Part I Business & Law and Part II Specialty. Entity applicants still need their RME to hold the branch exam credentials the entity will use.

Pass score. HAR 16-94-35 requires 70% or better on Board examinations. That is a verified Hawaii Board figure - distinct from the unpublished DAB pass score.

Fees. Board FAQ: $30 nonrefundable PCO (or PCFR) application fee, then $50 per exam part. Typical two-part path equals $100 in exam-part fees on top of application. License issuance fees after passing are separate timing-tier amounts - confirm the assessment letter for your cycle. Renewal and restoration amounts are not exam fees.

Exam-not-required exception. HAR 16-94-35.1 allows examination not required only in narrow prior Hawaii qualification/licensure situations within one year - previously qualified by written examination or licensed in good standing/inactive in the same branch in Hawaii. That is not interstate reciprocity. Out-of-state applicants still complete Board experience, DAB certification, exam, insurance, and place-of-business requirements.

Calendar and deadlines. Use the Board’s Pest Control Application Deadline & Examination Dates page for current filing cutoffs and exam windows. Do not let a two-year eligibility letter lapse while waiting to schedule PSI.

Board branches under HRS 460J-12 and DAB commercial categories are related but not identical vocabularies. Align them before you book exams:

Branch 1 - Fumigation. Control of household and wood-destroying pests by fumigation with poisonous or lethal gases. Pair with DAB 7A (and 7E when vault fumigation is in scope).

Branch 2 - General Pest. Household pests other than termites, excluding fumigation with poisonous or lethal gases. Pair with DAB 7C (consider 7D if institutional accounts dominate).

Branch 3 - Termite. Wood-destroying pests by insecticides and corrections, excluding fumigation with poisonous or lethal gases. Pair with DAB 7B. Fumigation for termites is not valid Branch 3 experience under HAR 16-94-17 - fumigation experience supports Branch 1, not Branch 3.

Recommended sequence for a new Hawaii operator.

1. Identify Board branches you will advertise (1, 2, and/or 3).
2. Pass DAB Core, then matching category exams (7A/7B/7C/7D/7E as needed); pay certification fees.
3. Accumulate Board experience and job reports while DAB certification is current.
4. File Board application ($30); wait for approval and eligibility letter.
5. Register with PSI for Business & Law and Specialty parts ($50 each); pass at 70%.
6. Complete insurance, place-of-business/zoning, and license-fee steps before advertising.

PCFR path. Field Representatives still pass Board exams after shorter experience (FAQ: at least 60 hours training/field experience under a licensed PCO/RME per branch, 25-job report, Confirmation of Employment). PCFR exams do not replace the PCO/RME credential required to operate the business. Multi-branch firms should batch-plan categories at hire rather than adding exams after marketing promises.

Verified DAB dollars. Core alone $50; category alone $50; Core+Category $50; Core+two categories $100; two categories $100; certification or renewal $100; duplicate/name change $50.

Verified Board dollars and score. Application $30 (nonrefundable); exam $50 per part (typically Business & Law + Specialty); Board pass score 70% under HAR 16-94-35. PSI registration is separate after Board approval. Eligibility letter valid for two years from issuance.

Soft gaps (confirm on official sites - do not invent).

No reciprocity shortcut. Board FAQ: Hawaii has no reciprocal agreements with other states. HRS 460J-6 prohibits acting, advertising, or engaging in pest control business without a Hawaii license - do not imply authority from another state’s exam results alone.

Hawaii’s Board FAQ is explicit: no reciprocal agreements with other states. Mainland credentials do not replace DAB or Board exams.
