Kansas Wood-Destroying Organism Licensing Requirements

Termites and other wood-destroying organisms (WDO) threaten Kansas structures from humid eastern Kansas City metro basements to Wichita slab foundations and downstate crawl spaces. KDA does not fold WDO authority into Subcategory 7E Structural Pest Control. Commercial application for termites, powder post beetles, wood borers, wood rot fungus, and other wood-destroying pests requires Subcategory 7A under K.A.R. 4-13-1, plus the General commercial applicator examination and - for for-hire work - a Pesticide Business License listing 7A with proof of financial responsibility.

Restricted termiticides and typical professional WDO programs require Subcategory 7A on both certification and business licensing. KDA is explicit: do not engage in pesticide business activity until the business license has been issued. Re-verify live fee tables before multi-year entry - statutory reductions are scheduled on or after July 1, 2028.

K.A.R. 4-13-1 defines Subcategory 7A as commercial application of pesticide in the control of termites, powder post beetles, wood borers, wood rot fungus, and any other wood-destroying pest.

What fits 7A. Subterranean termite liquid barriers, bait systems using restricted termiticides, and restricted treatments for powder post beetles, wood borers, wood rot fungus, and other WDO as labels allow.

What 7A excludes. Subcategory 7E covers in-structure pests not in 7A or 7B - ants, cockroaches, rodents, spiders. Subcategory 7B covers stored grain and food-product pests. WDO licensing addresses pesticide treatment authority, not carpentry or moisture remediation alone.

Exam requirement. Pass General plus 7A at 75 percent under K.A.R. 4-13-13 ($45 per exam including retakes). Pre-register through KDA before sitting.

Fumigation note. The Kansas facts pack does not verify a distinct fumigation subcategory for WDO fumigant work - confirm category requirements on official KDA materials before structural fumigation.

Subcategory 7A certifies the individual applicator for restricted WDO work. It does not replace the Pesticide Business License for for-hire operations under K.S.A. 2-2440.

Category on the license. Compensated WDO work requires a Pesticide Business License with 7A listed ($140 per category, plus $15 per uncertified applicator and $40 per registered technician). K.S.A. 2-2440(h) blocks issuance until at least one certified commercial applicator is employed in each licensed category.

Calendar-year expiration. The license expires at end of calendar year issued, is not transferable, and renews under the same requirements as initial application. KDA prohibits pesticide business activity until the license is issued - certification alone does not authorize your own for-hire company.

Subcategory 7E covers in-structure pests not in 7A or 7B. WDO work requires 7A - a firm advertising termites on 7E alone mismatches KDA permissions.

Technicians may hold 7E and 7A simultaneously ($45 exam each). The business license must list each category performed. A 7E-only supervisor cannot authorize restricted WDO applications requiring 7A. Plan General plus 7A before marketing termites; certificates expire end of the second calendar year after issue under K.S.A. 2-2441a.

Uncertified applicators on 7A work must become Registered Pest Control Technicians within 90 days under K.S.A. 2-2440b - unless they obtain full commercial certification. Training follows KDA-approved programs (commonly 10 hours classroom plus 30 hours on-the-job); annual fee $40.

Registered technicians do not expand subcategory authority beyond certified staff. Uncertified crew may apply general-use pesticides only when a certified applicator or registered technician is physically present. Restricted-use WDO work stays within certified 7A authority.

All pesticide business license holders must provide a Statement of Service; wood-destroying pest work requires a diagram as part of that statement per KDA Pesticide Business page. Build diagram capture into every 7A job - confirm current form fields on official KDA materials; field-by-field diagram specs were not verified in the facts pack.

The Kansas facts pack does not verify WDO inspection report statutes or real-estate disclosure timelines - confirm on official KDA and applicable regulatory materials before distributing customer reports.

Reciprocity is certification-only ($75 per category; sheets for Indiana, Minnesota, Missouri, Nebraska, Oklahoma, Texas). It does not replace the Pesticide Business License, financial responsibility, or Statement of Service. Category mapping is not one-to-one - Missouri 7B Termite maps to Kansas 7A; Missouri 7A General Structural maps to Kansas 7E. Verify home-state categories on the state-specific reciprocal sheet before assuming WDO authority transferred.

Financial responsibility under K.S.A. 2-2448: $25,000 bodily injury and $5,000 property damage per occurrence, or $6,000 surety bond (insurance or bond certificate only on/after January 1, 2025).

7A recertification: 7 category credits plus 1 core hour by approved training ($50 per category) under K.S.A. 2-2446; credits due by December 31 of expiration year, application within 30 days after expiration. Miss that window and credits are forfeited - re-examination required.
