Louisiana Commercial Applicator Exams for Structural Pest Control

Louisiana does not use a single all-services “commercial applicator” exam. The LDAF Structural Pest Control Commission licenses operators by phase: meet education or supervised-experience eligibility, obtain approval to examine, then pass the EPA general standards examination and a separate examination for each desired license phase at 70 percent or higher (R.S. 3:3368; LAC 7:XXV-107; LAC 7:XXV-109). Place-of-business permitting, insurance, and bond remain separate - exams alone do not authorize for-hire work.

Every Louisiana operator path starts with the EPA general standards examination plus at least one phase examination. General standards alone does not place a phase on your license (R.S. 3:3368; LAC 7:XXV-109).

Pass score. 70 percent - the same threshold as each phase exam and the registered technician exam (LAC 7:XXV-109; LAC 7:XXV-113).

Who needs it. Owner-operators, employees advancing to licensed operator status, and out-of-state applicants using Louisiana’s experience-for-eligibility pathway. Supervised registered technicians take a separate technician exam; that card is not a substitute for operator general standards plus phase exams.

Fee and after passing. After approval to examine, the operator exam fee is $50 per examination (R.S. 3:3374; LAC 7:XXV-109) - treat as nonrefundable unless current forms say otherwise. Then apply for the Structural Pest Control Operator’s License ($10 annual fee per licensed phase under LAC 7:XXV-117.J). The license will not issue unless you are eligible for a place of business permit or will be employed by a permit holder. Recertification is at least six hours of department-approved technical training every three years by December 31 of the third year; fumigation needs a separate six-hour CE track (LAC 7:XXV-117.E).

Limitation. General standards plus General Pest Control does not authorize Termite Control, commercial vertebrate work outside that phase’s scope, or fumigation. Marketing those services before the matching phase appears on the license risks R.S. 3:3371 violations.

Louisiana gates service menus by license phases on the operator credential - not Illinois-style lettered restricted-use subcategories. Official phases in the facts pack and LDAF licensing comparison:

General Pest Control. Household/general structural pest work as authorized for this phase - common first exam for route-service startups.

Commercial Vertebrate Control. Rodents and other vertebrates in commercial/business contexts as distinguished from household general pest on LDAF’s comparison. Confirm live phase boundaries before advertising commercial rodent IPM separately.

Termite Control. Termites and other wood-destroying organisms; eligibility also requires a commission-approved comprehensive termite program (LAC 7:XXV-107.B.2). Contracts, monthly reporting, and WDIR duties attach after licensing - the phase exam is not the only compliance step.

Structural Fumigation. Structure fumigation; high specialization with separate fumigation CE after licensing.

Ship Fumigation. Ship fumigation with separate eligibility/job-count rules in LAC 7:XXV-107.C - do not assume Structural Fumigation covers vessels.

Commodity Fumigation. Commodity/food-context fumigation per LDAF phase comparison and LAC 7:XXV-107.J.

Each phase exam requires 70 percent. Adding a phase later means new eligibility review, approval to examine, another $50 exam, and a $10 annual phase fee once licensed. Perform or supervise only in licensed phases.

Eligibility under R.S. 3:3368 and LAC 7:XXV-107 plus application mechanics in LAC 7:XXV-109 control the path. Document eligibility before you pay exam fees.

Eligibility. Meet education and/or supervised experience for each desired phase, typically tied to work within the last six years. Exact semester-hour totals, fumigation job-count minima, and checklists live on current Commission forms - confirm those rather than inventing counts. Termite Control adds the comprehensive termite program. Out-of-state supervised technician experience (typically four years within the last six years in the relevant phase, verified with the other state’s agency) may support exam eligibility only - it does not skip exams (LAC 7:XXV-107.G).

Approval and scheduling. File the operator examination application on Commission forms; after approval, pay the nonrefundable $50 exam fee per examination. Schedule at a department-approved location with the advance notice current LAC/LDAF instructions require (commonly summarized as at least seven days - confirm live). Approval to examine is time-limited under LAC (commonly summarized as six years - confirm live LAC 7:XXV-109). Successful exams must still be current enough when the license issues (commonly summarized as no more than two years old - confirm live). Do not delay license application past that window.

Exam day and retakes. Budget closed-book prep; the process may include oral and visual pest identification under LAC. Confirm retake fees and waiting periods on official forms. Verified fees: operator exam $50; annual license $10 per phase; technician exam $25; technician registration admin $25; employer-change $10. Annual technician registration fee exists in R.S. 3:3374 between $20 and $25 - exact current amount not confirmed in LAC sections reviewed; confirm on LDAF materials.

Unlicensed employees who apply pesticides in structural pest control must register as Registered Technicians and pass a technician examination - distinct from operator general standards plus phase exams (R.S. 3:3369; LAC 7:XXV-113).

Register within thirty days of employment with the place-of-business permit holder and pay the $25 administrative processing fee. Take the technician examination within the statutory ninety- and one-hundred-eighty-day windows; calendar dates at hire. Pass at 70 percent ($25 exam fee). Carry the registration card while working. Registration is valid only while employed by the registering employer.

The technician exam does not authorize independent for-hire work and does not place Termite Control, fumigation, or commercial vertebrate phases on an operator license. Advancement still requires operator eligibility and phase examinations. After the exam, technicians need at least four hours of department-approved technical training each calendar year (LAC 7:XXV-113.P) - CE does not replace the exam.

General standards. Label comprehension, safe handling/storage, environmental considerations, equipment concepts, PPE, and Louisiana Structural Pest Control Law / LAC 7:XXV. Multi-state applicants often miss Louisiana-specific law questions.

Phase prep. Match study to the phase: Termite Control needs WDO biology, Formosan versus subterranean awareness common in southeast Louisiana, and comprehensive termite program content; Commercial Vertebrate Control needs commercial-account context; fumigation phases need safety, monitoring, and aeration far beyond residential spray-route habits. If your session includes oral or visual identification, practice Louisiana-relevant pests - not generic national flashcards alone.

Sequencing and CE. Many owners pass general standards and General Pest Control first, secure place-of-business permitting with insurance and bond, then add Termite Control after the comprehensive program. Department-approved CE maintains certification after licensing (LAC 7:XXV-117) - it does not replace new phase examinations.

Louisiana reciprocity status is NONE_EXAM_REQUIRED with pathway OUT_OF_STATE_EXPERIENCE_FOR_EXAM_ELIGIBILITY. No statute or LAC provision reviewed authorizes issuing a structural pest control operator license by reciprocity without examination. Out-of-state experience is an eligibility input - not an exam waiver.

R.S. 3:3368(C)(4) and LAC 7:XXV-107 allow out-of-state supervised technician experience as exam eligibility when evidence is acceptable to the commission - typically four years within the last six years under a recognized operator, verified with the other state before exam approval (LAC 7:XXV-107.G). You must still pass Louisiana general standards and each desired phase exam at 70 percent, then meet place-of-business eligibility or employment by a permit holder (R.S. 3:3368). Advertising or treating without proper Louisiana credentials violates R.S. 3:3371.

Applicants without verifiable out-of-state experience should build eligibility under LAC 7:XXV-107 and sit Louisiana exams on the ordinary schedule. Even with out-of-state eligibility, budget $50 per operator exam, phase fees, and - if opening a firm - place-of-business permit fees ($150 or $200 by employee count) plus insurance and the $2,000 surety/fidelity bond.
