Minnesota Wildlife Control Licensing and Vertebrate Pest Credentials

For-hire structural pest work still requires a Structural Pest Control Company License ($295 initial and annual renewal), at least one SPCA Master on staff, journeyman or master applicators, workers’ compensation information, and financial responsibility meeting MDA floors. Vertebrate pesticide programs outside structural SPCA scope may also require a Commercial Pesticide Applicator License with Category P. Core (Category A) is required for all licensed applicators including structural.

Structural Pest Control Company License. Required for charging or invoicing customers for pesticide or device applications in, on, under, or around structures. Prerequisites include employing at least one licensed SPCA Master, providing workers’ compensation information, and meeting financial responsibility. The company license is not transferable and must be displayed as required.

SPCA Journeyman. For individuals applying pesticides or devices to control structural pests for hire while employed by a licensed company. Path: apply and pay fees online before testing; pass closed-book Core (Category A) and SPCA Journeyman exams with 70% or better; certify financial responsibility; work under a Master on staff.

SPCA Master. Every licensed Structural Pest Control Company must employ at least one Master who plans, selects, and supervises structural pesticide applications. After at least two years as a licensed SPCA Journeyman under a Master at a licensed company, applicators may pursue Master status by examination and experience demonstration. Master is not available through reciprocity.

What structural credentials are not. That work maps to company licensing plus SPCA Journeyman/Master credentials with Core (Category A) - not Category P alone, and not “wildlife control” marketing that overstates authority.

Commercial Category P - Vertebrate Pest Control. MDA lists Vertebrate Pest Control (P) among commercial categories beyond SPCA scope. Applicators seeking Category P must hold a Commercial Pesticide Applicator License with the applicable category exam - SPCA does not substitute. Exterior wildlife baiting, agricultural-adjacent vertebrate programs, or other scenarios MDA assigns to the vertebrate category may require Category P even if the company already holds structural credentials.

Dual-track operators. Firms running Twin Cities structural rodent routes while selling vertebrate pesticide services elsewhere need dual renewal and recertification discipline: SPCA uses a one-year workshop cycle with annual December 31 license renewal; commercial category holders must meet rules for each category held - confirm MDA materials before assuming one workshop covers every credential.

Fumigation is a separate gate. Structural fumigants require a Fumigant Endorsement on the SPCA license (Category N - aligned for fumigants in structures). Commercial Non-soil Fumigation (N) may apply outside structural endorsement contexts. Federal labels remain the law regardless of Minnesota credential vocabulary.

MDA structural and commercial pesticide credentials do not exhaust wildlife regulation. Nuisance wildlife programs, species-specific take rules, relocation restrictions, and rabies-vector handling may fall under Minnesota Department of Natural Resources authority separate from Chapter 18B pesticide licensing.

When MDA may cover the pesticide portion.
