Nebraska Wildlife Control Licensing and NDA Pesticide Categories

Customers search “wildlife control,” but Nebraska splits authority across pesticide categories and a separate wildlife agency. The Nebraska Department of Agriculture (NDA) Pesticide Program certifies commercial applicators under the Nebraska Pesticide Act. NDA’s Applicator Certification Categories page draws a bright line: structure-invading vertebrates fall under Category 08 - Structural and Health-Related Pest Control; Category 14 - Wildlife Damage Control covers vertebrate pests invading sites other than man-made structures. Trapping and hunting are regulated separately by the Nebraska Game and Parks Commission.

This guide is for owners expanding wildlife-adjacent menus in Omaha, Lincoln, Bellevue, and Platte corridor markets; rural operators asking whether Category 14 alone supports “wildlife” advertising; and property managers evaluating vendors. It does not invent Game and Parks permit fees, trap-tag schedules, or species take rules absent from the Nebraska facts pack.

NDA does not issue pest-control business licenses for ordinary structural work (aerial applicator business attachments are the exception). For-hire pesticide authority rides on the individual’s Commercial Pesticide Applicator License in the correct category. Pass General Standards and at least one category exam at 70 percent or higher, complete the license request form, and pay $90 for three years under Neb. Rev. Stat. § 2-2638(3) (statutory cap $150). You are not licensed until exams succeed and the fee is processed.

Marketing combined “pest and wildlife” services without matching Category 08 versus Category 14 - and without confirming Game and Parks rules for trapping - creates enforcement risk. Re-verify NDA category pages and official Game and Parks materials before quoting compliance.

NDA credentials authorize pesticide-based pest management within examined categories and federal label law. They do not automatically authorize live trapping, relocation, attic restoration, or regulated take under Game and Parks statutes.

Commercial Pesticide Applicator License. Required for restricted-use pesticides on another’s property for hire (§ 2-2638(1)), and for lawn care or structural general-use pesticides on another’s property for hire regardless of whether any restricted-use pesticide is used (§ 2-2638(2)). A residential rodent or bird pesticide route still needs commercial licensing in the correct category even if every product is general-use.

Category matching. Category 08 does not authorize Category 14 work, and the reverse is true. Technicians may hold multiple categories after passing each exam plus General Standards. Supervision - including the once-in-a-lifetime 60-day period under § 2-2642 - requires a licensed certified applicator with matching category authority.

No separate structural business license. Permission to apply for hire flows from personal category licensing. Owners remain responsible for applicator acts under § 2-2646.01.

What NDA credentials are not. They are not a universal animal damage control license and do not replace Game and Parks trapping authority, local municipal wildlife ordinances, or contractual insurance demands customers impose independently of NDA.

Category 08 - Structural and Health-Related Pest Control - covers general-use and restricted-use pesticides to protect structures from insects and vertebrate pests (insects, spiders, rats, mice, and similar) in homes, restaurants, schools, offices, warehouses, grain elevators, and certain adjacent exterior areas; structure-infesting pests on lawns and trees; limited non-community-wide disease-vector work; grain insects by means other than fumigation; and birds and other vertebrate pests infesting man-made structures.

Within wildlife-adjacent scope. Structure-invading rats and mice with labeled rodenticides; birds and other vertebrates when they infest man-made structures and the treatment is a pesticide application within category and label bounds; warehouse and multifamily rodent programs in Omaha - Lincoln corridors when scopes align.

Outside Category 08. Vertebrate pests on rangeland, pastures, crop areas, and similar non-structure sites belong under Category 14. Live trapping, hunting, and relocation are not pesticide-category permissions - NDA states those are regulated separately by Game and Parks.

Fumigation carve-out. Category 08 does not include structure fumigation. Restricted-use fumigation of buildings, chambers, vaults, tents, vehicles, or vessels requires Category 11. For-hire Category 08 work requires a Commercial Pesticide Applicator License listing 08, 70 percent on General Standards (60 questions) and the category exam, and the $90 three-year commercial fee.

Category 14 - Wildlife Damage Control - covers vertebrate pests invading sites other than man-made structures, such as rangeland, pastures, crop areas, and similar settings. Structure-invading vertebrates fall under Category 08.

Within Category 14. Pesticide-based vertebrate damage control on agricultural and open-site contexts when labels and Category 14 authority align - crop-edge or pasture pressure distinct from attic, crawlspace, or restaurant structural jobs.

Not a trapping license. Category 14 is a pesticide applicator certification category. NDA notes trapping and hunting are regulated separately by Game and Parks. Marketing “wildlife control” on a Category 14 certificate alone is a permissions risk when the work is exclusion, live capture, relocation, or regulated take rather than labeled pesticide application.

Do not blur 08 and 14. A raccoon in an Omaha attic or birds nesting in a Lincoln warehouse is Category 08 for pesticide work. Prairie or crop-area vertebrate pesticide work without a man-made-structure infestation is Category 14. Adding Category 14 requires passing that exam at 70 percent (plus General Standards if needed) on a Commercial Pesticide Applicator License - same $90 three-year fee and April 15 third-year expiration as other commercial categories.

NDA Categories 08 and 14 do not exhaust wildlife regulation. Trapping, hunting, species take, and related handling may fall under Nebraska Game and Parks Commission authority separate from the Nebraska Pesticide Act.

Facts pack boundary. Facts verify NDA’s statement that trapping and hunting are regulated separately by Game and Parks, but do not verify Game and Parks permit fees, nuisance wildlife permit names, trap requirements, relocation rules, or species-by-species take conditions. Confirm on official Game and Parks, NDA, and local materials before offering trapping or removal.

Scenarios requiring dual research. Attic bat exclusions; raccoon and skunk trapping in Omaha, Bellevue, and Lincoln neighborhoods; skunk jobs that become live capture; coyote conflicts where customers expect lethal control; rural jobs mixing Category 14 pesticides with trapping.

Local ordinances and insurance. Cities and villages may regulate discharge, transport, or nuisance wildlife independently of NDA. Reviewed Pesticide Act sections and NDA pages did not locate statutory liability-insurance minimums for commercial applicator licensing - coverage remains a practical and contractual choice. Structural pest policies may exclude trapping liability or guano remediation unless explicitly endorsed.

When NDA alone may suffice. Pure pesticide programs for structure-infesting vertebrates under Category 08, or non-structure vertebrate pests under Category 14 when labels and sites fit - without trapping or hunting Game and Parks regulates.

Use this sequence before marketing combined pest and wildlife services.

1. Separate the service list. Pesticide work under NDA categories versus trapping, relocation, or exclusion-only wildlife (potential Game and Parks / local).
2. Map structure vs non-structure. Category 08 for vertebrates infesting man-made structures; Category 14 for rangeland, pastures, crop areas, and other non-structure sites.
3. Confirm fumigation separately. Restricted structure fumigation requires Category 11 - not 08 or 14.
4. Research Game and Parks before quoting trapping or regulated take. Do not invent permit costs.
5. License every for-hire applicator in the categories performed - remember § 2-2638(2)’s general-use-for-hire rule.
6. Train staff on site-type ID so Category 14 jobs stay off man-made-structure infestations that belong in Category 08.
7. Document category authority with application records for wildlife-adjacent pesticide work.
8. Re-verify NDA and Game and Parks materials whenever service menus expand.
