Nevada Wood-Destroying Organism Licensing Requirements

Subterranean termites and other wood-destroying organisms threaten Nevada structures from Las Vegas slab homes to older wood-framed neighborhoods in Reno and Carson City. The Nevada Department of Agriculture (NDA) does not fold WDO authority into Industrial and institutional - the category most Nevada residential operators use for cockroach, ant, scorpion, and rodent programs. Wood-destroying pest control, WDO inspection, and conducive-condition inspection belong under the Structural category in the urban, rural and structural field under NAC 555.280.

NAC 555.280 defines Structural as covering control of wood-destroying pests; inspection for wood-destroying pests; and inspection for conditions conducive to infestations of wood-destroying pests. The category explicitly excludes fumigation.

What fits Structural. Subterranean termite liquid and bait treatments, WDO inspections for real-estate or customer due diligence, and conducive-condition reporting when performed under licensed Structural scope. What it excludes. Lethal-gas treatments route to Nonsoil fumigation. General insect and vertebrate work in dwelling units without WDO scope remains Industrial and institutional.

Preconstruction caveat. NAC 555.270(3) restricts general licenses for structural work limited solely to preconstruction treatment - confirm current NDA interpretation before building a pretreat-only model on a narrow Structural license.

Industrial and institutional covers insect and vertebrate pests in, on, or around industrial complexes, institutional complexes, and dwelling units - and excludes fumigation. It does not authorize wood-destroying pest control, WDO inspection, or conducive-condition inspection reserved for Structural.

Common mistake. A firm licensed only in Industrial and institutional advertises termite baiting because "we already hold Nevada pest control credentials." NDA compares advertised services to categories on the business license and primary principal designation - not the brand tagline.

Multiple categories. Principals and operators may hold both categories simultaneously; each requires its own category exam at 70 percent (principal) or 65 percent (operator), plus core and - for principals - the Nevada laws exam (NAC 555.340). Primary principals must be licensed in each category the business performs (NAC 555.395). Operators may work only where the branch has a Primary Principal or Location Principal licensed in Structural (NAC 555.255, 555.270).

Structural credentials on individual applicators are necessary but not sufficient for for-hire WDO work.

Pest Control Business License. For-hire pest control requires a NDA Pest Control Business License for the identified place of business (NRS 555.280), expiring December 31 annually, with a Primary Principal licensed in appropriate categories and proof of liability insurance (NRS 555.290, 555.330; NAC 555.350, 555.370, 555.395).

Primary Principal. Every business must designate a Primary Principal licensed in each category performed and responsible for daily supervision (NRS 555.2677, 555.3507; NAC 555.395). A gap exceeding 120 days without a primary principal can trigger business license suspension. Multi-branch firms need a Primary Principal or Location Principal at each location (NRS 555.2654); a 30-day location-principal gap can suspend that branch.

Principal vs operator. Principals meet NRS 555.300(3) experience or education rules and pass core, Nevada laws, and Structural exams at 70 percent. Operators pass core and Structural at 65 percent without principal experience rules or a separate laws exam (NAC 555.320, 555.340). Agents may solicit but may not apply pesticides (NAC 555.290(9)).

NAC 555.340 sets examination content and pass scores. No exam-waiver reciprocity was identified - out-of-state applicants disclose active licenses (NAC 555.360) but still pass Nevada exams.

RUP certification. Restricted-use pesticide certification alone does not authorize for-hire pest control under NRS 555.280.

Structural excludes fumigation. Lethal-gas treatments for pests not in soil belong under Nonsoil fumigation - control through poisonous and lethal gases (NAC 555.280). All other urban categories also exclude fumigation.

Fumigation requires tarping, sealing, aeration monitoring, and emergency planning beyond Structural liquid and bait workflows. Quotes should distinguish non-fumigant WDO treatments (Structural) from gas fumigation (Nonsoil fumigation). Marketing tent treatments on Structural credentials alone is a category mismatch. Confirm insurance endorsements match authorized categories under NAC 555.370.

Ground-equipment operations including Structural WDO work require public liability and property damage insurance meeting NRS 555.330 and NAC 555.370 - $50,000/$100,000 bodily injury and $50,000/$100,000 property damage, covering chemicals, drift, and equipment, with at least 10 days' notice to the Director before material policy changes.

Buy coverage that contemplates Structural WDO and inspection services - not a general pest policy with exclusions for subsurface treatments. Business licenses expire December 31 annually (NAC 555.350). Individual renewals require six Director-accredited CE units in the preceding 12 months (NAC 555.372); principals need at least one laws-and-regs unit and may count no more than three business-management units.
