New Hampshire Commercial Applicator Exams for Structural Pest Control

New Hampshire does not use a single exam covering every pest control treatment. NHDAMF’s Division of Pesticide Control registers individuals through Pes 304 examinations, then ties those certificates to commercial for-hire firm registration under Pes 307. Commercial applicants take separate written examinations under Pes 304:

1. General - core pesticide principles (labels, safety, environment, equipment)
2. Regulations - federal and New Hampshire pesticide law (RSA 430 framework and Pes rules)
3. Category - operational or supervisory depth for each certification category sought

Supervisory category exams are deeper than operational exams (Pes 304.02(e)). Every registration applicant must pass Division-prepared examinations under Pes 302.02 and Pes 304 - reviewed rules do not waive the written battery for another state’s card.

Who sits which level. Operational applicants (Pes 303.02) must be 18+ and pass general, regulations, and category exams at the operational score. Supervisory applicants (Pes 303.01) must meet experience/education qualifications, submit the Commercial Resume Form - Supervisory Level Exam Requirement, pass supervisory written exams, then complete the oral board. Firm sequencing. Under Pes 307.02(c), the for-hire firm registers before individual applicator certificates issue to employees. Align exam scheduling with firm registration, Division-named insurance certificates, and the 30-day post-exam window in Pes 302.04.

New Hampshire’s dual certificate model is the core exam-planning decision for structural firms.

Operational Level Certificate. For commercial applicators under the crew structure: age 18+ (Pes 303.02) and 60 percent on general, regulations, and category operational written exams (Pes 304.08). At least one operational or supervisory registrant must be present on each commercial application crew (Pes 403.02) - uncertified helpers alone do not satisfy that rule.

Supervisory Level Certificate. At least one managerial employee per for-hire business must hold a supervisory certificate (Pes 403.01). Applicants qualify under Pes 303.01, pass supervisory written exams at 70 percent, pass the oral examination (Pes 304.04), and complete registration within 30 days of the last passed exam (Pes 302.04). Oral examination. Typical for-hire supervisory applicants must pass a pass-fail oral board after written exams (Pes 304.04), with limited exemptions in Pes 304.05 for certain commercial not-for-hire situations. Soft-confirm panel scheduling with the Division after applications are accepted.

After failure. Failed exams cannot be retaken sooner than 15 days; after three failures, wait six months, complete documented training, and submit proof before additional retakes (Pes 304.08(c)). Re-exam fees match the published per-category exam fee. Plan launch dates around retake and oral buffers.

Category exams must match the services you advertise. Official names and scopes follow Pes 302.01:

F1 - Industrial, Institutional, Structural, and Health Related Pest Control. Pesticides primarily for insect control in, on, or around structures and adjacent areas, and for protection of stored, processed, or manufactured products - the default for most residential and light commercial general-pest routes.

F2 - Mosquito and Black Fly. Mosquitoes, black flies, and other biting arthropods - relevant for seasonal Seacoast and Lakes Region programs when labeled and operationally appropriate.

F3 - Termites and Other Wood-Destroying Insects. Preventive and remedial termite, ant, powder-post beetle, and related WDO work. Do not market F3 on an F1-only certificate.

F4 - Fumigation. Fumigant pesticides for insect control, including beehive fumigation. Add only after category passage and real equipment readiness.

F8 - Microbial Pest Control. Mold, fungi, bacteria, and related organisms in structures and industrial processing facilities - separate from F1 insect authority.

Each category carries its own exam fee and 12 recertification credits per five-year cycle under Pes 402.01 (max 48 total if certified in five or more categories). Batch-plan F1 plus F3 when termite sales are part of the launch menu.

Published fees (NHDAMF Pesticide Licensing page; increase effective July 1, 2025):

• Commercial applicator exam - $15 per category (or commodity group as described on agency materials)
• Commercial applicator re-examination - $15 per category (RSA 430:34 III as referenced in Pes 304.08)
• Annual commercial applicator license - $60

A separate commercial for-hire firm registration fee was not published on the reviewed agency fee page - confirm that line item with the Division when budgeting.

Scheduling. Complete license and exam applications before the Division schedules exams. Soft-confirm current contacts and calendars on NHDAMF Pesticide Licensing and Applications pages. Do not assume walk-in testing or same-week oral panels.

Thirty-day completion. Finish registration within 30 days of your last passed exam (Pes 302.04), or request a Division extension for documented hardship.

Delinquent renewal. If a license or certificate is not renewed by June 1, examination is required again (Pes 401.01(d)). Every fifth year, commercial applicators document Division-approved CE or retake exams (Pes 402.01). Missing June 1 is an exam-path failure mode, not only a late fee problem.

Exam day. Bring identification and materials the Division specifies. Prepare New Hampshire-specific regulations content - neighbor-state notes that skip Pes rules leave candidates exposed on the regulations paper.

General and regulations. Treat labels, PPE, environmental considerations, equipment, and poisoning recognition as testable. Skim RSA 430 and Pes 300 - 400 so firm registration, supervision, insurance, renewal, and CE questions feel familiar. Multi-state technicians often fail regulations when they study only federal Core content.

Category focus. Match study to Pes 302.01 scope. F3 needs WDO biology and treatment concepts - not F2 mosquito content. F4 needs fumigant safety beyond route-truck habits. F1 remains the baseline for Manchester multifamily and Seacoast commercial general-pest work.

Supervisory oral. Expect supervision, label compliance, and New Hampshire operational judgment; orals may go beyond written scope (Pes 304.02(f)). Practice explaining crew coverage under Pes 403.02 and how category permissions limit what you sell.

CE vs exams. Division-approved seminars - including out-of-state seminars accepted for CE under Pes 402.01(t) - support recertification only. They do not replace initial Pes 304 examinations.

Reviewed Pes 302.02 and Pes 304 require Division-prepared examinations for registration. No rule section reviewed grants certification-by-reciprocity or exam waiver based on out-of-state licensure. There is no parallel exam-waiver application for routine structural for-hire entry.

What out-of-state credentials can help with.

• Experience on the supervisory Resume Form may support Pes 303.01 eligibility evaluation - the Division decides; it is not automatic credit.
• Seminars approved by other states’ lead agencies may count for CE under Pes 402.01(t) - not for initial exams.

Multi-state operational reality. Register the New Hampshire for-hire firm, place required insurance naming the Division as certificate holder, credential staff through New Hampshire exams, and do not treat Massachusetts, Maine, or Vermont cards as authority to apply pesticides for hire in New Hampshire.
