North Dakota Commercial Applicator Exams for Pest Control

North Dakota certifies for-hire pesticide applicators under the Pesticide Control Act (NDCC chapter 4.1-33) and N.D. Admin. Code 60-03-01 - an individual Commercial Applicator Certificate, not a public-health technician card with lettered subcategory exams. NDSU Extension Pesticide Program is the board designee under N.D. Admin. Code 60-03-01-05.1 for commercial training and examinations at county extension offices. NDDA’s Pesticide and Fertilizer Division enforces the Act through registration, inspections, and penalties.

Reviewed materials do not issue a separate structural company license. For-hire pesticide work requires at least one properly certified commercial applicator in each class you sell. Reconcile live NDSU offerings and county rules before you order manuals or advertise.

Commercial certification requires passing a core examination and at least one applicable category examination administered by NDSU Extension or its designee (NDCC 4.1-33-07; N.D. Admin. Code 60-03-01-05.1). Applicants must be at least eighteen.

Core examination. Core covers fundamental pesticide competence. North Dakota incorporates 40 CFR Part 171 core competencies by statute (NDCC 4.1-33-01.1). Treat label comprehension, safe handling, environmental precautions, equipment basics, and North Dakota pesticide-law concepts as testable. Category examinations. Category exams map to classes in N.D. Admin. Code 60-03-01-05. Pass each class matching services you will sell. Core alone does not authorize category work; one category does not authorize another.

Competence and pass score. Reviewed NDSU materials require competence per the incorporated federal standards. A numeric pass percentage was not published on NDSU pages reviewed for the facts pack - do not assume another state’s cut score. Confirm scoring guidance on live NDSU materials before you sit.

Optional introductory training. Introductory Basic Core Online Training for new applicators ($30 on 2024 - 2025 offerings) is a preparation aid, not a substitute for required exams.

For residential and light-commercial structural routes, plan on Industrial, Institutional, and Structural Pest Control. NDSU program name: Home, Industrial and Institutional; admin-code Class 8 (N.D. Admin. Code 60-03-01-05). Pass core plus that category before marketing unsupervised for-hire structural work.

Additional classes each require their own exam when used:

Nonsoil Fumigation (Class 12). Fumigating anything other than soil - not authorized by Class 8 alone.

Ornamental and Turf (Class 4). Lawn and ornamental plant work - separate from indoor structural routes.

Vertebrate (Class 15). Outdoor vertebrate pests not in or around structures; does not authorize sodium cyanide or sodium fluoroacetate predator products.

Wood Preservatives (Class 14). Lumber-preservative applications at poles, millwork, or treatment-plant contexts.

Batch-plan exams to your real menu. Adding a class later means another study order, county appointment, and examination.

North Dakota commercial exams are appointment-based at NDSU County Extension Offices. Order study materials through current Certification Offerings; scheduling instructions typically ship with materials. County offices may have local procedures - call ahead.

Practical sequence. Decide classes for your menu (Class 8 for most structural startups). Order core and category manuals, allow mail time, schedule county appointments, and sit for core and each required category. Complete financial-responsibility acknowledgment before booking paid jobs that assume the certificate already exists.

Exam day. Bring identification and materials current proctor instructions require. Confirm live rules on unauthorized notes, devices, and rescheduling before you travel.

Public vs private tracks. Government or nursery employees may belong on the Public Applicator path (no commercial financial-responsibility showing). Private applicator certification serves agricultural production - not typical for-hire structural startups.

Preparation. Work Ground Core and Home, Industrial and Institutional manuals before the county appointment. Read NDCC chapter 4.1-33 and skim N.D. Admin. Code 60-03-01 for North Dakota-specific law questions. Insurance, study time, and county travel are not fixed in the verified fee schedule.

Retake wait. Failed exams may be retaken after at least three days (N.D. Admin. Code 60-03-01-05.1). Use the wait to restudy weak sections - not to book work that assumes a pass.

After passing. Exams are mid-path. Under NDCC 4.1-33-10, a commercial certificate may not issue without $100,000 financial responsibility - notarized net-assets attestation, performance bond, or general liability insurance.

After initial exams. Certificates renew every three years and expire April 1 following the third anniversary (N.D. Admin. Code 60-03-01-05.1; NDCC 4.1-33-08). Recertify by board-approved training, board-approved examination, or both if required. Hiring context. Noncertified individuals may apply nonrestricted-use pesticides under direct supervision unless the label requires a certified applicator personally (NDCC 4.1-33-16). Restricted-use work still needs proper category certification.

Under NDCC 4.1-33-15, NDSU may issue reciprocal certification without examination to a nonresident certified under a plan substantially similar to North Dakota law, after a board-set fee not greater than the examination fee. This page covers the standard core-plus-category exam route; reciprocity is the alternative - not a checkbox on the same county form.

Limits for exam planners. Reciprocity is for nonresidents with substantially similar home-state certification. Nonresidents must designate an agent for service under NDCC 4.1-33-09. Reciprocal certification follows the same suspension/revocation grounds and must end if home-state certification is suspended or revoked. N.D. Admin. Code 60-03-01-05.4 allows refusal if the applicant had certification suspended or revoked in any state or province within three years, or a documented FIFRA/state violation within three years. Reciprocity does not waive NDCC 4.1-33-10 financial responsibility for commercial applicators and does not authorize for-hire work before North Dakota certification issues.

When to choose exams. Applicants without eligible out-of-state certification, categories that do not map cleanly to North Dakota classes (especially Class 8 vs fumigation Class 12), or owners who want a clean North Dakota exam record should use the NDSU testing path.
