Commercial certification is Tennessee’s restricted-use competency layer. For GRC, WDO, FUM, and BDC, TDA materials tie the matching certification to C07. What certification is - and is not. Passing a commercial certification exam demonstrates restricted-use competency under TIFRA/FIFRA frameworks administered by TDA. It does not authorize advertising or selling GRC, WDO, FUM, or BDC services under a charter. Category licenses and the Pest Control Charter remain separate credentials.

Fee and delivery. TDA materials list commercial certification exams at $25 each through an online testing vendor pathway. Budget one fee per exam you sit.

Who sits for it. Owner-operators who will become the qualifying licensee, technicians/solicitors who need commercial certification for categories they work under, and out-of-state applicants who do not qualify for certification reciprocity. Even when reciprocity recognizes an origin-state commercial certification, you still face Tennessee license exams for categories you will offer.

After passing. Track the three-year commercial certification CEU cycle immediately. TDA FAQ language states that CEUs earned before certification do not count, and failure to earn required CEUs by cycle end results in mandatory retesting to recertify. Structural categories tied to C07 on TDA materials:

GRC - General Pest and Rodent Control. Control of vertebrate and invertebrate pests that invade or are normally known to invade a structure and are not specifically covered by other license categories.

WDO - Wood Destroying Organisms. Control of termites, various wood borers, carpenter bees, carpenter ants, and decay, without regard to structure type or use. WDO inspection reports for real estate may only be issued by firms chartered to provide WDO treatments, on NPCA or HUD forms, warrantied for 90 days - exam passage is only one piece of that stack.

FUM - Fumigation - Structural. Control of pests by application of a gas (including solids or liquids that become gas when dispensed). Do not market structural fumigation on GRC or WDO credentials alone.

BDC - Bird Control. Control of bird pests through the use of pesticides.

Qualification and multiple categories. TDA describes qualifying for the license exam by experience, education, or a similar out-of-state license (with a separate CEU path noted for horticultural lawn/turf). Holding a similar out-of-state license can help qualify for Tennessee’s license-examination experience path - it does not waive the Tennessee license exam. Each category of service offered under a charter needs a matching licensee, and a licensee may be listed on only one charter. Plan separate sittings for every category you will advertise.

Many owner-operators pass C07, complete one category license exam (often GRC), file the charter, then add WDO or other categories before marketing those lines.

Tennessee’s reciprocity pathway is conditional and certification-only. TDA may honor current commercial certification from other states that have an agreement, case-by-case.
