Texas Wood-Destroying Organism Licensing Requirements

Subterranean termites and other wood-destroying insects threaten Texas structures statewide. TDA Structural Pest Control Service (SPCS) does not fold WDO authority into the general Pest Control category. Inspection or control of termites, wood-destroying beetles or insects, and non-fumigation wood preservation in, on, or under structures requires the Termite and Wood Destroying Insect Control category under 4 TAC §7.124 - plus, for for-hire work, a Structural Pest Control Business License with liability insurance and a designated Responsible Certified Commercial Applicator (RCA) at each location.

This guide covers Texas WDO licensing layers, category examinations, business requirements, the firewall to Structural Fumigation and Wood Preservation, insurance, continuing education, and reciprocity - without inventing WDO inspection report statutes not verified in the Texas facts pack. Marketing termite protection or property-transfer inspection packages without this category on individual licenses and the business license category list is a high-enforcement-risk mismatch.

4 TAC §7.124 defines Termite and Wood Destroying Insect Control as inspection or control of termites, beetles, or other wood-destroying insects and non-fumigation wood preservation in, on, or under structures - including termites in trees around structures.

What fits. Subterranean termite liquid barriers, bait systems, and restricted non-fumigant treatments for wood-destroying beetles and insects as Code and labels allow.

What excludes. General pests that do not attack the building itself belong to Pest Control. Structural fumigation routes to Structural Fumigation. Industrial preservative treatment of crossties, poles, and posts routes to Wood Preservation - a separate category.

Exam requirement. Pass general standards and this category examination at 70%+ (4 TAC §7.125). Fee: $64 per category (§7.128). Scores valid 12 months.

Pest Control covers cockroaches, ants, rodents, mosquitoes, and similar pests that do not normally attack the building itself. It does not authorize termite or structural WDO treatments.

Common mistake. Firms certified only in Pest Control advertise termite baiting because they "already have a Texas structural license." TDA compares advertised services to categories on business and individual licenses.

Adding WDO. Hold Pest Control and Termite and Wood Destroying Insect Control simultaneously - each requires its own $64 category exam and, for technicians, apprentice training documentation (4 TAC §7.132). The business license lists only categories where at least one certified applicator is actively licensed (§7.121).

Texas splits WDO-related authority across three categories under 4 TAC §7.124.

Structural Fumigation covers fumigation of structures not primarily intended to contain food, feed, or grains - not the WDO category. Confirm current TDA electronic notification requirements for covered fumigation treatments on official SPCS pages.

Wood Preservation covers industrial preservative treatment of crossties, poles, and posts - including power-line pole re-treatment. Separate from structural termite work in buildings.

Operational firewall. Non-fumigant liquid and bait termite work stays in Termite and Wood Destroying Insect Control. Structural fumigation proposals require Structural Fumigation credentials and aligned insurance - even when the target is wood-destroying. Many firms subcontract fumigation rather than certifying every technician in that category.

Category credentials authorize individual application work. For-hire operations also require a Structural Pest Control Business License per location under Occupations Code §1951.301 and 4 TAC §7.121 - with §7.123 insurance and one RCA per location (not shared across locations).

Credential paths. Technicians enter via Apprentice Registration (within ten days, max twelve months), complete six-hour training and OJT documentation, then pass category exams. Certified Commercial Applicator candidates follow 4 TAC §7.126(a) eligibility plus general standards and category exams.

WDO expansion fees. Business license $300; certified applicator $125; exam $64 per category (§7.128). Licenses are not transferable (§1951.314) - ownership changes require proper TDA applications.

TDA or its designee administers exams; Metro Institute scheduling applies as of May 19, 2025 per TDA program guidance. Submit application and fees, receive approval, then schedule category sessions.

Technician add-on. Category-specific training, 70%+ exam, and eight hours annual verifiable training for renewals (4 TAC §7.133).

Certified applicator CE. Two general plus one category unit per licensed category annually, due December 31 (4 TAC §7.134) - except the first calendar year licensed.

Reciprocity is discretionary under §1951.306 - waivers and endorsements are not automatic and do not replace business license, insurance, RCA, or category authority. Out-of-state residents must designate a Texas agent (§7.122(c)). No for-hire work before Texas credentials issue.

Inspection reports. Texas facts pack does not verify WDIR form statutes or property-transfer report rules - confirm on official TDA materials before building compliance templates.

For policies effective on or after January 1, 2024, 4 TAC §7.123 requires $500,000 per occurrence and $1,000,000 annual aggregate liability coverage, filed on ALS-1101. Prior minimums were $200k/$300k. §1951.312 describes a bond alternative - confirm TDA acceptance before relying on it.

Match coverage to WDO services you sell. Cancellation notice: 30 days minimum. Current insurance and renewal fees must arrive by expiration - late penalties do not authorize operation until renewal issues.

Supervision. Certified applicators present at least one day per week for technician instruction. Assign staff only to categories on their licenses and the business license list. WDO-specific record retention periods were not verified in the facts pack - confirm on official TDA materials.
