Utah Wood-Destroying Organism Licensing Requirements

Subterranean termites, carpenter ants, wood-boring beetles, and wood-decaying fungi threaten Utah structures wherever irrigation and wood meet - older Wasatch Front housing, new construction pretreat corridors, and irrigated southern Utah landscapes around St. George. UDAF does not fold wood-destroying organism (WDO) authority into Category 7 - Structural and Health Related Pest Control. Pesticide-based WDO treatment requires Category 15 under Utah Admin. Code R68-7-7, plus Pesticide Core certification and - for for-hire work - a Commercial Pesticide Business License (4000) with a designated Qualifying Party.

This guide covers Utah's WDO licensing layers, examination path, business and Qualifying Party requirements, the fumigation firewall to Category 13, and reciprocity limits - without inventing WDO inspection report statutes not verified in the Utah facts pack. Marketing termite pretreats or WDO packages on Category 7 alone is a high-enforcement-risk mismatch. Federal label law always applies regardless of Utah credential.

R68-7-7 defines Category 15 - Wood Destroying Organisms Pest Control - as pesticides to control termites, carpenter ants, wood-boring insects, wood-decaying fungi, and other pests destroying wood products.

What fits Category 15. Subterranean termite liquid and bait systems, new-construction pretreats, carpenter ant programs in structural wood, wood-boring insect treatments, and wood-decaying fungi management when labels and Code align. Equipment includes rodding tools, bait monitors, and large-volume tanks - not just Category 7 route-spray gear.

What Category 15 excludes. Fumigants route to Category 13 regardless of pest target. General structural insect work remains Category 7. Moisture remediation and carpentry fall outside pesticide category authority.

Exam requirement. Pass Pesticide Core and Category 15 at 70 percent under R68-7-10. Pay licensing fees before testing per pest_how2cert.pdf. Proctor fees may apply separately. Retest fee of $15 after a third failed attempt. Commercial applicator license is $65 for three years.

Category 15 certifies individual applicators for WDO pesticide work. It does not replace the Commercial Pesticide Business License (4000) for for-hire operations.

Location license. UDAF requires a business license for any commercial pesticide application in any amount. WDO services to homeowners, builders, and property managers are for-hire pesticide work. The license is triennial, expires December 31 of the third calendar year following issuance under R68-7-11(10)(a), and is required per location employing commercial applicators.

Qualifying Party. Every business license requires a QP meeting Utah Code Ann. § 4-14-111 - owner or employee, not a contractor, serving one business only. The QP passes the commercial pesticide business test every three years under R68-7-11(10)(d). A Category 7-only QP cannot oversee Category 15 termite work without staff holding Category 15.

Technician prerequisite. At least one licensed Commercial Pesticide Applicator (4001) must be employed. Each person applying for hire needs category authority matching the work.

Fees. Business fees are triennial: $75 (1 - 4 applicators), $150 (5 - 9), $300 (10+). Solo operators need both 4000 and 4001 licenses per 4000 application materials.

Category 7 covers general structural pest control but explicitly excludes wood-destroying organisms and fumigation. WDO pesticide work requires Category 15.

Common mistake. Firms with Category 7 advertise termite baiting because they already hold a commercial applicator license. UDAF category scopes are not interchangeable - enforcement compares advertised services to categories on file.

Exam path. Licensing requires Pesticide Core at 70 percent plus Category 15 at 70 percent. Technicians may hold Categories 7 and 15 simultaneously; each requires its exam. Adding a category after recertification may cost $15. Plan Category 15 before marketing termite lines.

Supervision. A Category 7-only applicator cannot perform or supervise Category 15 WDO applications.

Category 15 covers non-fumigant WDO pesticide work. Any fumigant treatment routes to Category 13 - Fumigation Pest Control - not Category 15.

Structural subcategory. Category 13 Structural covers fumigants while tenting, sealing, or enclosing a structure. Stored Commodities subcategory covers grain elevators, mills, and railcars - a different profile from residential routes.

Operational firewall. Fumigation requires tarping, aeration monitoring, and emergency response beyond Category 15 bait and liquid workflows. Many Utah firms subcontract structural fumigation rather than certifying in-house.

Customer communication. Distinguish non-fumigant termite treatments (Category 15) from fumigation (Category 13). Category 7 plus Category 15 does not authorize structural fumigation without Category 13 Structural.

Recertification. Applicators need 24 CEU credits during the three-year term - minimum 2 law, 6 safety, 10 use, 6 flexible - or re-pass Core and category exams at 70% under R68-7-11(10)(c). The QP retakes the business test every three years. Lapsed credentials do not authorize for-hire work.

Reciprocity. R68-7-14(2) allows UDAF to issue matching categories after credential review with fees, ID, copies, and an origin-state good-standing letter - but categories not held out of state are not implied. Reciprocity does not replace business license, QP, or business test. Do not begin for-hire WDO work before Utah credentials issue.

Insurance. No statutory liability minimum was located in Title 4 Chapter 14 or R68-7 reviewed. Confirm whether AIMS applications require coverage; carry appropriate commercial insurance for WDO operations regardless.

Real-estate reports. The Utah facts pack does not verify WDO inspection report form statutes or retention periods. Confirm on official UDAF and real-estate materials before building customer templates.

Operational rules. R68-7-16 requires vehicle marking. Application records must be retained two years. Unlicensed commercial application carries penalty up to $1,000 per violation under materials reviewed.
