Wisconsin Wood-Destroying Organism Licensing Requirements

Termites, carpenter ants in moisture-damaged framing, and wood-decay fungi affect Wisconsin structures from Milwaukee duplexes to Northwoods cabins - but Wisconsin is not a Gulf Coast termite-first market. Even so, DATCP does not fold termite or wood-preservation authority into Category 7.1 - Industrial, Institutional, Structural and Health-Related Pest Control; General. ATCP 29.31 explicitly excludes termites from 7.1. Termite work requires Category 7.3 Termite Control; industrial wood preservation requires Category 7.4; structural fumigation routes to Category 7.2 - Fumigation: Spaces and Commodities.

This guide covers Wisconsin Category 7.x WDO licensing, the three-part for-hire stack (certification, ICAL, PBL), UW PAT supplemental category planning, and the 7.2 fumigation firewall - without inventing WDO inspection report statutes or statutory liability minimums not verified in the Wisconsin facts pack. Marketing termite services without Category 7.3, ICAL, and PBL coverage is a high-enforcement-risk mismatch. DATCP states for-hire applicators cannot apply until certification, ICAL, and PBL are in place - or employment at a licensed business satisfies those requirements.

ATCP 29.31 defines Category 7.3 - Termite Control - as using or directing pesticides to prevent or control termites in structures. Category 7.1 alone does not authorize termite treatments.

What fits 7.3. Subterranean termite liquid barriers, bait systems with restricted termiticides, and other label-consistent termite pesticide applications in structures. Equipment includes rodding tools, large-volume tanks, and bait monitors - not route-spray gear alone.

What 7.3 excludes. Fumigants route to Category 7.2. General insect work remains 7.1. Industrial lumber or pole preservation is Category 7.4 - not interchangeable with structural termite credentials.

UW PAT planning. Applicators obtain a base category certification before supplemental categories such as 7.3. Plan 7.1 plus 7.3 before marketing termite services.

Exam. Pass the closed-book Category 7.3 exam at 70% or higher after UW PAT training. Certification lasts five years; renewal requires re-examination - not a CE credit bank.

Category 7.4 - Wood Preservation - covers preserving wood or wood-based materials against insects, fungi, molds, marine pests, and related degradation organisms. This serves utility poles, lumber yards, millwork, and marine timbers - not Category 7.3 structural termite work in occupied buildings.

Real-estate termite programs are 7.3; industrial preservation contracts are 7.4. Some operators hold both. For-hire 7.4 work requires certification, ICAL, and PBL - or employment at a licensed business with matching certified staff.

Category 7.3 or 7.4 certification does not replace the Commercial Pesticide Application Business License (PBL) for for-hire work under ATCP 29.20. Each business location needs a PBL when for-hire applications are made or orders regularly taken from that location.

The business must employ certified and individually licensed applicators in appropriate categories. Owner-operators typically earn 7.3, obtain an ICAL, then apply for the PBL. ICAL is also required for any restricted-use pesticide application - even non-for-hire. Both licenses renew annually (January 1 - December 31) and are not transferable.

Per DATCP P-DARM355 (05/2026), ICAL typical total is $45 and PBL $80 without bulk storage; ACCP surcharges change May 1 each year. DATCP states for-hire applicators cannot apply until certification, ICAL, and PBL are in place. Trainees under ATCP 29.32 may work up to 30 days under direct supervision but cannot use RUPs or direct use.

Category 7.1 explicitly excludes termites and mosquitoes. Termite work requires Category 7.3 - not 7.1 alone. A common mistake is advertising termite baiting on 7.1 certification because "we already have structural credentials." DATCP compares advertised services to categories on file.

Technicians may hold 7.1 and 7.3 simultaneously; each requires a 70%+ closed-book exam. All categories expire together on the five-year cycle. Residential termite work triggers pre-application information and warning-sign rules under ATCP 29.55; spot landscape work beyond ten feet triggers registry rules under ATCP 29.56. Records must be retained at least two years.

Category 7.2 - Fumigation: Spaces and Commodities - covers fumigant pesticides in structural, industrial, or commodity settings including tarpaulin, chamber, vehicle, and in-transit fumigation. Structural fumigation requires 7.2 - not 7.3 alone. Fumigation demands sealing, monitoring, aeration, and placarding beyond liquid and bait workflows; many firms subcontract rather than certifying in-house.

Metam sodium sewer root control requires Category 7.5 - a separate municipal credential. Quotes should distinguish non-fumigant termite treatments (7.3) from fumigation proposals (7.2).

ATCP 29 and the PBL application reviewed do not prescribe statutory minimum liability insurance as a licensing condition. Contractual and carrier requirements may still apply - match coverage to termite, preservation, and fumigation services sold.

Certification renews every five years by re-examination at 70%+; Wisconsin does not accept out-of-state CE credits. Under ATCP 29.26(10), DATCP may waive the exam for equivalent out-of-state category certification ($75 fee) when conditions are met; reciprocal certification expires December 31 of the year issued. For-hire reciprocity requires employment at an active Wisconsin PBL. Confirm home-state category mapping to 7.3 on DATCP's reciprocal eligibility list.
