Credential tiers. Applicators hold Branch 3 for pesticide application only (BPC §8564.5) - not structural repairs or independent inspection reports. Field Representatives inspect, bid, and treat within Branch 3. Operators add Qualifying Manager eligibility. Branch 3 Operator experience requires four years at 1,600 hours/year with a registered California company, or two years prior Branch 3 FR tenure (BPC §8562).

Branch 2 - General Pest covers household pests excluding fumigation (BPC §8560(b)(2)) - not wood-destroying organism control by insecticides or structural repairs. A Branch 2 firm advertising termite baiting or WDO inspections because it "already has a California license" creates enforcement exposure; SPCB compares services to Branches on individual licenses and registration.

Multi-Branch path. Hold Branch 2 and Branch 3 simultaneously by passing each examination and meeting prerequisites. Adding WDO requires a Branch 3 Operator Qualifying Manager - not merely hiring a Branch 3 Field Representative while the Qualifying Manager lacks Branch 3. BPC §8551.5 allows 90 days of Branch 3 pesticide application under direct in-presence supervision of a licensed Branch 3 Operator or Field Representative; it does not authorize unsupervised inspections, repairs, or fumigation.

Branch 1 - Fumigation covers control of household and wood-destroying pests by fumigation with poisonous or lethal gases (BPC §8560(b)(1)). Drywood termite tent fumigation and whole-structure gas treatments require Branch 1 - not Branch 3.
